Nice historical context, Josh. Here’s something I found on a similar topic: Thanks to the putrid aroma of Manhattan’s myriad slaughterhouses, soap makers, and candle manufacturers, an act was passed on February 10, 1797 ordering such establishments to control the offensive odors emanating from their plants. However, in a foreshadowing of today’s corporate-dominated legislation, exemptions were made for those plant owners who “promised” to regulate themselves.
